La sezione e il sito di misurazione relativi all'esecuzione di misurazioni delle emissioni, devono essere specificati e descritti in dettaglio nel piano di misurazione delle emissioni, del quale la norma UNI EN 15259:2008, all’Allegato B, parte B.3, fornisce un esempio.

L’esempio riportato nell’Allegato B, parte B.3, ha carattere informativo ed elenca gli elementi che possono essere utilizzati quando viene preparato un piano di misurazione.

Nel caso in cui i requisiti completi della EN 15259 non possano essere soddisfatti, i principi e le procedure devono essere seguiti nel modo più completo possibile e qualsiasi deviazione deve essere descritta nel piano di misurazione.

La UNI EN 15259:2008 Qualità dell'aria - Misurazione di emissioni da sorgente fissa - Requisiti delle sezioni e dei siti di misurazione e dell'obiettivo, del piano e del rapporto di misurazione è la versione ufficiale in lingua inglese della norma europea EN 15259 (edizione ottobre 2007).

La norma specifica i seguenti requisiti:

La norma si applica a metodi di riferimento per misurazioni periodiche manuali o automatiche e specifica principi generali che possono essere applicati nell'esecuzione di misurazioni delle emissioni in diversi tipi di impianti e che soddisfano i diversi obiettivi della misurazione.

1.7 Objectives

This paragraph should give a detailed description of the measurement objective. In the case of measurements for the purposes of a permit or orders, the relevant numbers of the notice/order and the specified emission limit values are to be given. In the case of measurements for the purposes of European or/and national legislation, the numbers or limit values given there are to be stated. Reference is to be made to particular circumstances relating to measurement planning e.g. batch operation, material transfer processes. Reference should also be made to prior knowledge about the plant (e.g. preliminary experiments, adjustment work, if applicable according to the operator).
