Working conditions and sustainable work

The COVID-19 pandemic accelerated the transition to hybrid work, where employees split their time between working remotely and on-site. While this model offers greater flexibility, it also introduces new challenges for line managers and other supervisors, particularly in coordinating work across locations, managing performance without direct visibility, maintaining team cohesion and ensuring equitable access to information and opportunities.

This report examines how hybrid work reshapes work organisation and influences day-to-day management practices at the line manager level, focusing on changes in coordination, communication, performance management and employee well-being.

It shows that hybrid work does not simply relocate work but requires more explicit and digitally mediated forms of coordination, increased managerial proactivity and more structured approaches to supporting teams without relying on physical co-presence.

Building on Eurofound’s previous research on hybrid work, the report seeks to inform policymaking by identifying specific management challenges and highlighting practical areas where policy guidance or support may be needed.
