Basel Convention E-waste Amendments
The fifteenth meeting of the Conference of the Parties to the Basel Convention (face-to-face segment of COP-15 , 6-17 June 2022) adopted amendments to Annexes II, VIII and IX to the Convention with the objectives of enlarging the control of transboundary movements of e-waste and making all electronic and electrical waste subject to the prior informed consent (PIC) procedure.
The following changes were made to Annexes II, VIII and IX to the Convention:
Annex II (waste that requires special consideration: subject to the PIC procedure): addition of new entry Y49 covering all e-wastes, its components and wastes from the processing of e-waste (e. g. fractions from shredding), except for those e-waste covered by entry A1181 (in Annex VIII);
Annex VIII (waste presumed to be hazardous: subject to the PIC procedure): addition of new entry A1181 covering hazardous e-wastes, its components and wastes from the processing of e-waste (e. g. fractions from shredding), and deletion of existing entry A1180;
Annex IX (waste presumed not to be hazardous: not subject to the PIC procedure): deletion of the existing e-waste entries B1110 (e-wastes) and B4030 (single-use cameras).
The new entries become effective as of 1 January 2025.

Nel 2019 la quattordicesima riunione della Conferenza delle Parti ha adottato ulteriori modifiche agli allegati II, VIII e IX della Convenzione, modificando o inserendo voci sui rifiuti di plastica. Tali modifiche entrano in vigore il 1° gennaio 2021.

Con la Decisione (UE) 2019/638 del 15 aprile 2019 il Consiglio UE ha stabilito l’adesione dell’Unione alle proposte di modifica della Convenzione di Basilea sul controllo dei movimenti transfrontalieri di rifiuti pericolosi e del loro smaltimento, in vigore dal 1992. Precisamente, l’UE sostiene l’adozione delle modifiche degli allegati II, VIII e IX della convenzione volte ad aggiungere e modificare voci relative ai rifiuti di plastica.
Con la Decisione (UE) 2019/638 del 15 aprile 2019 il Consiglio UE ha stabilito l’adesione dell’Unione alle proposte di modifica della Convenzione di Basilea sul controllo dei movimenti transfrontalieri di rifiuti pericolosi e del loro smaltimento, in vigore dal 1992. Precisamente, l’UE sostiene l’adozione delle modifiche degli allegati II, VIII e IX della convenzione volte ad aggiungere e modificare voci relative ai rifiuti di plastica.
E' il principale trattato internazionale per la regolamentazione dei movimenti di rifiuti pericolosi fra le nazioni.
La Convenzione di Basilea sul controllo dei movimenti transfrontalieri di rifiuti pericolosi e del loro smaltimento, comunemente nota come Convenzione di Basilea, è un trattato internazionale che è stato emanata per ridurre i movimenti dei rifiuti pericolosi fra le nazioni, e in particolare per impedire il trasferimento di rifiuti pericolosi dai paesi sviluppati (appartenenti all'OCSE) ai paesi in via di sviluppo (non OCSE).
Tuttavia, non affronta, il movimento delle scorie radioattive.
La Convenzione mira inoltre a ridurre al minimo la quantità e la tossicità dei rifiuti prodotti, per garantire la loro gestione ecologicamente il più vicino possibile alla fonte di generazione, e per aiutare i paesi meno sviluppati ad una gestione ecologicamente corretta dei rifiuti pericolosi.
La Convenzione è stata adottata dalla Conferenza delle Parti il 22 Marzo 1989; è entrata in vigore il 5 Marzo 1992.
A partire dal gennaio 2015, 182 Stati e l'Unione europea sono parti della convenzione. Haiti e gli Stati Uniti hanno firmato la Convenzione, non ratificata (Vedi stato parti).

Nel 2019 la quattordicesima riunione della Conferenza delle Parti ha adottato ulteriori modifiche agli allegati II, VIII e IX della Convenzione, modificando o inserendo voci sui rifiuti di plastica. Tali modifiche entrano in vigore il 1° gennaio 2021.

The Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal was adopted on 22 March 1989 by the Conference of Plenipotentiaries in Basel, Switzerland. The Convention entered into force on 5 May 1992.
Since its adoption, the Basel Convention has seen a number of significant developments. In 1995, the third meeting of the Conference of the Parties adopted the “Ban Amendment”, introducing a new preambular paragraph, a new Article 4A and a new Annex VII. The Ban Amendment provides for the prohibition of exports of all hazardous wastes covered by the Convention that are intended for final disposal, reuse, recycling and recovery from countries listed in annex VII to the Convention (Parties and other States which are members of the OECD, EC, Liechtenstein) to all other countries. The Ban Amendment entered into force on 5 December 2019.
In 1998, Annexes VIII and IX were added to the Convention by the fourth meeting of the Conference of the Parties, to provide further elaboration as to the wastes regulated by the Convention as listed in Annexes I and III. Since then, the Conference of the Parties has adopted various amendments to these Annexes VIII and IX.
In 2019, the fourteenth meeting of the Conference of the Parties adopted further amendments to Annexes II, VIII and IX to the Convention by amending or inserting entries on plastic waste. The entries in the Plastic Waste Amendments to Annexes II, VIII and IX to the Convention become effective as of 1 January 2021.
In 2022, the fifteenth meeting of the Conference of the Parties adopted further amendments to Annexes II, VIII and IX to the Convention by adding or inserting entries on electrical and electronic waste. The entries in the Electric and Electronic Waste Amendments to Annexes II, VIII and IX to the Convention become effective on 1 January 2025.
The Basel Protocol on Liability and Compensation for Damage resulting from Transboundary Movements of Hazardous Wastes and their Disposal was adopted at the fifth meeting of the Conference of Parties (COP-5) on 10 December 1999 and has yet to enter into force.
