Recommendations on concept and methodology for the selection of substances for the Groundwater Watch List
In October 2022, the Commission launched the proposal of review for the Directive 2000/60/EC Water Framework Directive (WFD) and its daughter directives, the Directive 2006/118/EC Groundwater Directive (GWD) and the Environmental Quality Standards Directive (EQSD). In the GWD, a Groundwater Watch List (GW WL) has been established to monitor pollutants of emerging concern, in view of assessing the need to set European (EU) standards. This report presents recommendations on a concept and methodology for the identification and selection of substances to be listed in the GW WL.
The proposed methodology is aligned with the Surface Water Watch List (SW WL) under the WFD, integrating as much as possible the approach adopted under the voluntary GW WL.
The report describes the overall process for selecting candidate substances for the GW WL, detailing the similarities and differences between the selection procedure proposed by the Joint Research Centre (JRC), and the methodology of the voluntary GW WL. It also describes the sources used to identify the potential candidates, the criteria followed for their identification, and rationale for selection.
The applicability of the new methodology is demonstrated by two case-studies (shown in Annex I): the assessment of the existing Priority Substances (PS) and the evaluation of the substances included in the voluntary GW WL. An illustrative shortlist of candidate substances is shown, resulting from the integration of the two case studies.
