This Methodological Guidance clarifies some aspects of the voluntary application of the 2025 revised ‘safe and sustainable by design’ (SSbD) framework for chemicals and materials. It builds on the previous 2024 SSbD Methodological Guidance.

The SSbD Framework, combines the methodologies of “Safety Assessment” (SA), “Environmental Sustainability Assessment” (ESA) and Socio-economic Sustainability Assessment (SEA), which have different goal, scope, and terminology.
This Methodological Guidance explains how to apply the 2025 SSbD Framework as a whole and provides indicative “Frequently Asked Questions” replies to the feedback collected during the several stakeholder consultations conducted during the operationalisation period, and the evidence collected during the two SSbD Testing Phase questionnaires, where relevant.

These various consultation stages have usefully contributed to the progressive refinement of both the SSbD Framework and to this guidance document.

This 2026 edition of the SSbD Methodological Guidance presents in greater detail a method for the scoping analysis and discusses why, and how, it is important to correctly frame the subsequent safety and sustainability assessments in an iterative and tiered approach. Following on, thematic chapters specifically address aspects of the two principal disciplines of the framework: safety assessment and environmental sustainability assessment, including a greater detail of the socio-economic assessment.
